Cognitive & Developmental Support Emergency Guide

This person may have a cognitive or developmental disability. Use calm, simple communication. Allow extra response time. Avoid assumptions about understanding. Look for caregiver information. Preserve dignity at all times. Call 911 when immediate safety or a medical emergency exists.

Immediate Steps

  • Use calm, simple communication with clear, direct instructions.
  • Allow extra time for the person to process information and respond.
  • Avoid making assumptions about what the person can or cannot understand.
  • Reduce crowding and noise — a calm environment helps communication.
  • Look for caregiver information, communication aids, or emergency instructions.

Call 911 Immediately If:

  • There is immediate physical danger to the person or others
  • The person has a severe injury, bleeding, or difficulty breathing
  • They are in an unsafe environment and cannot be safely guided away
  • They become suddenly unresponsive or show signs of a medical emergency
  • You are unable to ensure their safety without emergency assistance

Do Not:

  • Do not make assumptions about cognitive ability based on appearance or communication style
  • Do not use complex language, sarcasm, or abstract concepts
  • Do not crowd, grab, or physically redirect without explaining first
  • Do not speak about the person as if they are not present
  • Do not rush — allow processing time for every communication

After the Immediate Situation

  • Allow the person time to feel safe and regulated
  • Provide a calm environment
  • Contact caregiver or support person if information is available
  • Explain what happened and what will happen next in simple terms
